Job Title: Finance Assistant

Location:
 Maiduguri, Borno
Length of contract: 6 months

Job Tasks
Under the supervision of the Finance Officer, the Finance Assistant will be responsible for the following main activities in accordance to national and MdM procedures:

  • Cash Box Management
  • Accountancy
  • General Administration

Job Description
Cash Box Management:

  • Make payments according to MdM procedures.
  • Keep the cash and cash boxes safe and according procedures.
  • Estimate petty cash, and make request to the Administrative Coordinator for replenishment.
  • Perform daily/weekly/and monthly cash control with Finance Officer.
  • If necessary, realize the payment of monthly per-diem and advance of salary according to MdM procedures for the international staff
  • Management of safety envelop for international staff (payment and refund in and out)

Accountancy:

  • Enter invoices & payments data regularly into accountancy software (saga) in accordance with MdM standards and to the accountancy and budget framework.
  • Prepare the payment of expenses related to the daily operation of the MdM programs, according to MdM procurement procedures (Mission Request, Purchase order, contract, invoices & receipts, quotations, and proformas etc.)
  • Double check of records, according to MdM & donor procedures
  • Verify that all the receipts/invoices are correctly filled and they are eligible for MdM accountancy (indicating: date, details of the supplier, clearly written the amount with the stamp PAID);
  • Make cash advances for operation to validated staff after validation of the Finance Coordinator and ensure that all advance are reconciled/closed by the end of the week & month.
  • Prepare (glue and copy) and archive all necessary documents for monthly accountancy in accordance with MdM procedures: accountancy (ledger, cash controls) and annexes.
  • Complete the monthly closing operation of the cash accounts in accountancy after validation of Finance Coordinator, in the schedule fixed and send the documents required Keep the administrative archive on the mission (do the copies, classify and archive)
  • Support to look for invoices when required

Administration:

  • Develop filing system for administration department, and after validation of Administrative Coordinator, Realize copying and filing and scanning, especially for accountancy
  • Assist during organization of trainings, accommodation and transportation

Reporting:

  • Prepare a summary of weekly activities Participate in a pro-active way to the improvement of the MdM inteal meetings (general, admin, security…)

Other:

  • Be flexible in performing his/her duties
  • Inform immediately the security focal point in case of any security problem
  • Perform other additional duties on request of the Finance Coordinato

Profile

  • Bachelor’s Degree in Accounting, Business or comparable Degree.
  • One year experience in a similar role
  • Fluent in English
  • Experience with INGO required.
  • Experience with Saga will be an asset

Job Title: Finance Officer

Location: Maiduguri, Borno
Contract: Full Time

Job Tasks
Under the supervision of the Finance Coordinator, the Finance Officer will be responsible for the following main activities in accordance to national and MdM procedures:

  • Finance
  • Accountancy
  • Cash and Bank Management
  • Payroll Management
  • General Administration

Tasks Description
Finance:

  • Implements and explains MDM financial rules as needed, including Donor rules under guidance of the Finance Co.
  • Participates to the yearly budget and revised budget construction with the Finance Co and while seeking involvement from the other departments;
  • Support the Finance Co and logistics department in the review of MRs, evaluation grids by ensuring the donor and saga code are completed

Accountancy:

  • Ensures the respect of accounting rule set as per MdM standards;
  • Supervises the Finance Assistant to make sure they enter invoices & payments data regularly into accountancy software (saga) in accordance with MdM standards and to the accountancy and budget framework.
  • Supervises the preparation of payment related to the daily operation of the MdM programs, according to MdM procurement procedures (Mission Request, Purchase order, contract, invoices & receipts, quotations, and proformas etc. )
  • Checks and complete the filling/stamping of the accountancy documents;
  • Ensures the SAGA entries and complete the month-end accountancy closure (printouts, accounting annexes and SAGA books to be sent to the Finance Co
  • Prepares the bank statements and reconciliation;
  • Supervises the administrative archive on the mission (copies, classify and archive)
  • Support during organizational audit

Cash and Bank Management:

  • Lead on the Consolidation of the monthly cash request for the Finance Co with input from different departments
  • Works closely with the Logistics Department to ensure the respect of the procurement: checks the administration forms and ensures the proper validation circle is respected (quotations, evaluation and validation grid, purchase order, delivery note, etc);
  • Responsible for the cash advance and for utilities and supplier’s payments and pro-actively follow up on the same;
  • Ensures the payment and justification of any per diem and transport for employees sent out on the field
  • Controls the bank balance regularly and advises the Finance Co accordingly
  • Requests the bank statements to proceed with month-end accountancy closure
  • Liaise regularly with the bank to be in line with any change of process or requirements
  • National Human Resource Administration and Recruitment
  • Register and arrange for payment of all charges after the approval of the Administrative Coordinator, and on a timely basis to the relevant state authorities (PAYE tax, Pension fund tax, Housing Fund tax, and NSITF tax).
  • Prepares the payrolls and payment of salaries and all deductions. Calculates overtime and leave to ensure accurate payments to all MDM staff using time sheets for validation
  • Using the attendance sheets, and under validation of the Health Programme Coordinator, calculate and pay the incentives as per the determined time-table.
  • Support Finance Co to Follow-up on any change of policy in the Nigerian legislation on an ad-hoc basis, when information on changes in legislation is available.

Administration/Communication:

  • Organizes archiving and filing of all HR and administrative documents;
  • Communicates the different policies applicable in the office to the rest of staff and ensures they are respected;
  • Assists the Finance Co when necessary

Reporting:

  • Prepare a summary of weekly activities
  • At the request of the Finance Co, participate in the preparation of financial and donors’ reports.
  • Participate in a pro-active way to the improvement of the MdM internal meetings (general, admin, security…):

Team Management:

  • Is the supervisor of the Finance Assistant.
  • Trains and follow-up on the HR Assistant

Profil Required

  • Bachelor’s Degree in Accounting, Business or comparable Degree.
  • Two years Progressive experience in a similar role
  • Fluent in English
  • Experience with INGO required.
  • Experience with Saga will be an asset

Job Title: Health Program Coordinator (M/F)  

Location: Maiduguri, with regular visits to Abuja
Starting date: February, 2018.

Requirements

  • Significant experience in public health and/or project coordination in a humanitarian context
  • Experience in supervising health promotion activities
  • Experience in working with local authorities, partners
  • Ability to manage a multi-national team and to have a global overview of a program
  • Reactivity, anticipation, adaptability
  • Good writing, computer and communication skills
  • Capacity to work and to live in tense conditions
  • Languages: fluent English is required
  • French is an asset



Responsibilities

  • Under the direct supervision of the medical coordinator, you are responsible for the implementation of quality services in the field.
  • You manage the operational and technical aspects of the implementation of primary health care and sexual and reproductive health services, as well as the community management of acute malnutrition (CMAM) programme.

More specifically, your responsibilities are to:

  • Support the medical team in all aspects to ensure smooth running of the project activities
  • Ensure good coordination of field teams with other actors (community leaders, INGOs, UN, government and stakeholders) in the same area
  • Directly manage the team of medical and community outreach supervisors and expatriate technical advisors/trainers
  • Ensure use and respect of medical protocols
  • Ensure the implementation of on- job trainings sessions by expatriates towards national staff and conduct specific trainings when appropriate
  • Ensure reporting data and communication from daily health activities & pharmaceutical data
  • Participate in establishing/improving referral system, provide input into policy and protocol development
  • Participate in the recruitment process of clinic staff and other medical staff
  • Ensure that medical and paramedics staff of clinics respect their assigned tasks and MdM procedures
  • Supervise drugs stock management in clinics, implementing MdM pharmaceutical policies and closely liaising with the pharmacist
  • Manage leave requests, evaluations, and quality of outputs of all supervised staff
  • Authorise weekly activity plans from each trainer
  • Support the smooth running of the operations in the field, ensure good communication between health national staff, medical supervisors and trainers
  • Prepare a weekly activities report, compile epidemiological reports
  • Participate in internal meetings and external medical meetings upon request
