Position Overview

  • The Procurement Assistant is a key position within Supply Chain and carries responsibility for the integrity of the IRC’s procurement system.
  • Procurement Assistant must be able to rapidly procure Program supplies, services, and equipment, whilst ensuring best practices and maintaining audit-compliant records.
  • This individual will be responsible for pro-active sourcing, team supporting, supplier reference checking, updating procurement trackers & supplier data base along with material category price list,
  • S/he will also help the staff in finalizing the planned MSA/MPA’s in a timely manner by supporting in the site visits procedure & documentation preparation

Major Responsibilities

  • Updating supplier data base & Material category price list.
  • Creating Payment requests files and submit to finance.
  • Carryout all documents photocopying, scanning, archiving procurement files &reception of goods.
  • Proper filing of all procurement documents.
  • Follow-up internally between SC department and Finance department on procurement related transactions.
  • Following the guidance of the procurement staff, to ensure that all fields’ goods, to be dispatched along with all the needed documentation (Waybills…).
  • Sending request for feedback regarding suppliers’ performance & update supplier files accordingly
  • Participate in MSA / MPA procedure where staff is needed.
  • Send Request for quotation for Market Survey, Proposals or Procurement of desired Goods and Services
  • Preparing Payment requests for delivered Goods or services.
  • Ensuring that all Supplies, services, and equipment’s required are delivered in time.
  • Establishment and maintenance of ethical, professional working relationships with suppliers
  • Any other duties or tasked delegated by Supply Chain Officer or Supply Chain manager

Job Title: Women Protection and Empowerment (WPE) Program Manager

Contextual Background
The IRC has been present in Nigeria since 2012 when the organization responded to flooding in Kogi state. In February 2014, the IRC moved into Adamawa State in NE Nigeria to provide humanitarian interventions through a multi-sectoral, integrated approach for conflict-affected populations. IRC Nigeria now operates a country office in Abuja and field offices in Mubi and Yola of Adamawa State, Maiduguri, Gwoza and Monguno of Borno state and Damatru of Yobe State. Currently, IRC Nigeria implements programs primary health care, nutrition, environmental health, women’s protection and empowerment, protection, child protection, education, food security & livelihoods and governance.

Job Overview / Summary

  • Gender-based violence (GBV) is a serious human rights and public health issue affecting women and girls around the world. It impacts all aspects of women and girl’s physical, emotional, psychological, and social well-being. It has harmful consequences for the individuals who experience it, their families, and communities.
  • The WPE programming in NE Nigeria covers Adamawa, Borno and Yobe States. The WPE program Manager in Borno leads design, implementation, and monitoring of WPE projects in Borno State and reports to the WPE Coordinator.
  • The WPE Manager will provide technical oversight to prevention and response staff in  Borno State in the area of protection and empowerment of women and girls (and the effects of the conflict on women and girls in general), with an emphasis on coaching staff to build their capacity, advocating for improved services for women and girls, and ensuring quality response to reach women and girls in conflict affected areas.

Major Responsibilities
Program Management, Technical Quality, and Strategy:

  • Provide ongoing leadership, training, and guidance to Borno staff to ensure programming meets best minimum standards and prioritizes the security of beneficiaries and staff.
  • Support the team to conduct safety audits and take the lead communicating with other stakeholders to ensure all services mitigate the risk of GBV and are in line with IASC GBV Guidelines
  • Design and lead assessments in Borno to ensure the voices of women and girls inform WPE program design
  • Lead the development of coordination and referral mechanisms to ensure GBV survivors can access health care in a timely manner
  • Promote and teach good practice regarding rapid WPE case management and psychosocial support
  • Develop protocols on information management in insecure environments
  • Support the WPE team to develop awareness-raising messages to promote uptake of GBV response services in a timely manner
  • Support the WPE team to ensure sustained programming
  • Promote coordination with the other sectors within the IRC
  • Design and lead on rapid responses in newly opened LGAs
  • Liaise with the IRC Health Manager to help provide support in terms of health services to GBV Survivors.
  • Lead the development of proposals for Borno State to ensure consistent funding, with technical support from the WPE Coordinator and Senior Technical Advisor
  • Review monthly BvAs and submit monthly BvA corrections
  • Prepare and keep updated budget spent out plans to maintain program expenditure within budget.

Staff Performance Management, Learning & Development:

  • Collaborate with the WPE Coordinator to implement the staff training plan for WPE Team members.
  • Oversee and when necessary conduct trainings for community and service providers.
  • Collaborate with the Health Sector to organize Clinical Care of Sexual Assault Survivors training for health staff, as needed.
  • Collaborate with the other IRC Program Managers to maintain an on-going training program to ensure WPE is integrated into health, child protection, ProL, ERD, Education and vice versa.
  • Oversee administrative aspects of the program including, but not limited to, writing job descriptions, interviewing, and hiring staff, developing staff performance objectives and conducting timely performance appraisals.
  • Ensure the staff follows IRC global financial procedures and meeting donor requirements.

Research, Learning and Analysis:

  • Lead the development and oversee implementation of strong monitoring and evaluation systems
  • Lead the preparation of reports to the Women Protection and Empowerment Coordinator and donors.
  • Provide trend analysis on areas where WPE is implementing in order to improve services and advocacy for women and girls.
  • Liaise with other teams on best practices and assist each other with information sharing.

Coordination & Representation:

  • Develop and maintain effective working relationships with all stakeholders – including community leaders, Camp chairpersons, National Emergency Management Agency, State Emergency Management Agency) NGOs, UN agencies, Local Partners and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination.

Qualifications
Education:

  • Must have a University Degree in public health, social work, or social science, with significant relevant work experience in conflict-affected areas.

Work Experience:

  • 3 years GBV program management experience, preferably in insecure locations,

Demonstrated Technical Skills:

  • Excellent GBV case management skills and have provided direct case management to survivors of GBV,
  • Experience in managing a GBV emergency response team using rapid case management,
  • Experience using and good knowledge of the GBVIMS.
  • Good interpersonal and team-building skills.
  • Thorough understanding of feminist theory and survivor-centred programming
  • Ability to live and work under pressure in an unstable security environment.
  • Knowledge and experience of participatory planning methods
  • Excellent oral and written communication skills.
  • Experience in grant management and proposal writing is preferred

Languages:

  • Fluency in English and other languages desirable.

Description

  • IRC’s Crisis Response, Recovery and Development (CRRD) department focuses on various relief, rehabilitation, and development programs for refugees, internally displaced persons and those affected by conflict in different regions worldwide
  • Each region is managed by a regional team that oversees the region’s country programs, headed by a Regional Vice President (RVP) and Deputy Regional Director (DRD), and supported by a Regional Grants Director (RGD)
  • These programs focus on different sectors, including health; water and sanitation; children and youth protection and development; protection; gender-based violence protection; economic development; civil society development; community-driven reconstruction; and refugee camp management.

Scope:

  • In the West Africa Region (Burkina Faso, Cameroon, Chad, Cote D’Ivoire, Liberia, Mali, Niger, Nigeria, Sierra Leone) IRC responds to acute and longer-term needs with integrated programs that improve health and safety, prioritize children’s education, foster economic wellbeing, and empower communities to regain control over their lives.
  • Where additional support is required by the countries in the region, the Regional Budget Manager will be deployed to work as part of the finance/budgeting and grants teams in-country offices. S/he may be deployed to act as a temporary Budget Manager, or to provide surge support to assist in the development of proposals as well as donor financial reports, and to perform general budgeting functions during peak periods.
  • The Regional Budget Manager reports to the Regional Grants Director and works closely with the Regional Business Development and the Regional Program Support Teams as well as country office staff. The position will be preferably based within the West Africa region, or a European or African country where IRC has an office, with frequent travel to country programs within the region for in-country assignments.

Major Responsibilities
The Regional Budget Manager will be assigned to support specific country programs and will be responsible for the following:

  • Lead or support on budget development for proposals and award modifications.
  • Coordinate on inputs into proposal or modification budgets for submission to donor and ensure adequate coverage of country operating costs or headquarters costs.
  • Work with country finance, operations and technical teams to ensure cost proposals and technical proposals are aligned.
  • Coordinate with the proposal team on strategic issues involving proposal budgets. Ensure that the proposal team is educated on donor requirements for cost proposals (budgets).
  • Ensure proposal and modification budgets comply with IRC organizational policies.
  • Review, edit and finalize explanatory budget narrative to accompany budget in proposal or modification.
  • Create and/or modify budget spreadsheet templates in accordance with donor requirements.
  • Conduct internal budget reviews during proposal or modification period.
  • Lead on engagement with partners on their budgets and review partner budgets.
  • Advise on IRC’s standard budget templates.
  • Ensure proposal and modification budgets are reviewed and submitted according to internal timelines and donor submission deadlines.
  • Ensure compliance with RFP/RFA/tender requirements.
  • Lead on or support the preparation of donor financial reports
  • Support on other budget related tasks, including audit support and report responses, as requested.
  • Provide training and/or capacity building to relevant country office staff on proposal budget development, financial reporting, and other finance-related matters.

Qualifications

  • Degree (minimum B.A) in Business, Accounting, Finance, or related field relevant to the position requirements:
  • 3-5 years’ experience in developing and managing budgets for humanitarian and development proposals and projects, including from private and statutory donors (e.g. US Government (USAID, BHA, BPRM, etc.), FCDO / DFID, ECHO, GFFO, Sida, SDC, Irish Aid, etc.;
  • Experience in developing and reviewing donor financial reports;
  • Excellent Microsoft Excel skills;
  • Enhanced interpersonal skills and ability to work in a diverse team setting;
  • Fluent English written and verbal communication skills, Strong French communication skills also required
  • Ability and willingness to travel across the region (at least 60% of the time),
  • Demonstrated ability to prioritize high volumes of work to meet tight deadlines.
