  • The Livelihood and Economic Inclusion Officer has a key role to play in aligning livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda’s Sustainable Development Goals.
  • Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (POC), including through follow-up on pledges made through the 2019 Global Refugee Forum. Contributing to this global roll-out of the GCR, the Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), works towards the following objectives: 1) improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and service;
  • Seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and
  • Enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes.
  • The Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities, and persuasive in mobilizing donors and new partners around new models of economic and social integration. The incumbent will play a role in formulating interventions that position UNHCR a key catalyst for livelihoods and the economic inclusion of refugees.
  • S/he will interact with both internal and external counterparts. The incumbent will work closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, SGBV, solutions, complementary pathways and more. Externally, the Livelihoods and Economic Inclusion Officer will help promote refugees¿ economic inclusion through effective partnerships with relevant government line ministries, development actors, the private sector, UN agencies, international organisations and NGOs, and research institutions and universities, both at the global and country levels.

Duties

  • Facilitate the economic inclusion of refugees in coordination with relevant external partners such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees.
  • Work with the multi-functional team, more specifically with the Protection Unit, to assess the legal framework for the right to work and rights at work in respective host countries and recommend/implement advocacy initiatives and policy reforms to improve UNHCR POC¿s economic inclusion, rights and access to work.
  • Strengthen partnerships with relevant stakeholders to enhance economic inclusion of UNHCR POC. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
  • Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of development programmes.
  • Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC.
  • Work with economic development agencies to help adapt their programmes to become inclusive of UNHCR POC and with the private sector to enhance inclusion of UNHCR POC in their labour force and supply chains.
  • In case UNHCR is implementing specific livelihoods activities, strengthen, guide and monitor the livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.

Organizational Setting and Work Relationships

  • The Field Security Officer reports to the manager, who may be, according to context, the Representative/Chief of Mission or Head of Office within a country operation, the Senior Field Security Officer; the Bureau Director in a Regional Directorate; the Chief, Security Operations Section at Headquarters, or another.

Duties

  • Advise and support the supervisor in managing the safety and security of UNHCR personnel, partners, operations, premises and refugees or persons of concern.
  • Undertake security assessments in close co-operation with UNHCR senior staff members and interagency partners, analysing security factors and levels of risk related to UNHCR activities and programmes.
  • Evaluate existing security measures to determine their appropriateness and identify areas needing improvement. Follow up with actions to oversee or implement those improvements.

Organizational Setting and Work Relationships
In the Bureaux, the Protection Officer works under the direct supervision of the Senior Protection Coordinator or Senior Protection Officer. In the Field, the incumbent normally reports to the Representative, Deputy or Assistant Representative (Protection), Head of Sub Office or Senior Protection Officer as appropriate. The incumbent may have direct supervisory responsibility for protection staff whose work may include RSD, community-based protection, registration, resettlement, complementary pathways, internal displacement and education, among other areas. In HQ, the incumbent may report to a Senior Protection Officer, Chief of Section or Deputy Director and may supervise other protection staff.

The incumbent acts as an advisor to senior management in, when not responsible for, designing a comprehensive protection strategy under the area of responsibility (AoR). S/he represents the Organization to authorities, UN sister agencies, partners and other stakeholders on protection policy and doctrine.

The Protection Officer coordinates quality, timely and effective protection responses to the needs of populations of concern under the AoR. S/he ensures that persons of concern of all age, gender and diversity groups are involved with the Office in making decisions that affect them, whether in accessing their rights or in identifying and implementing appropriate solutions to their problems. To undertake this role effectively, the incumbent will need to build and maintain effective interfaces with other relevant teams within the operation or the Bureau (including programme; PI and external relations; IM) and with DIP, communities of concern, authorities, protection and assistance partners as well as a broader network of stakeholders who can contribute to enhancing protection and achieving solutions.

  • Provide technical guidance and support to UNHCR and partners on all protection related issues.

  • Support the Regional Bureau and Country Operations to reflect the protection and solution angle in support of persons of concern within regional processes.

Organizational Setting and Work Relationships

Duties
Implementation of UNHCR¿s Global Policies and Standards:

  • Support and facilitate the effective and timely development, implementation and monitoring of a clear and coherent multi-year and multi-sectoral SGBV strategy as part of the operation¿s broader Protection and Solutions Strategy, coordinate timely reporting on progress including the documentation of promising practices.

Planning / Programming:

  • Support the development and implementation of programming for specialized SGBV prevention and response based on needs, risks and capacity assessments at the onset of an emergency and throughout all phases of displacement.
  • Participate in conducting, consolidating and reporting on SGBV assessments including gender equality components at least once per year, linked to annual planning processes and participatory assessments and sharing strategic trends analyses.
  • Contribute to planning processes and advocate for adequate resource (re)allocation and mobilization.
  • Support cross-cutting programs and technical sectors to mainstream gender and to program for mitigation of SGBV risks in their specific technical areas, and report on progress.

Capacity Development, Technical Support and Coordination:

  • Provide technical guidance and support field colleagues to operationalise and comply with UNHCR¿s corporate SGBV policy, priorities and commitments (aligned with policies on AGD and AAP, Child protection, disability, youth empowerment and gender equality).
  • Support operational capacity development efforts and provide technical support on gender and SGBV mainstreaming
  • Under the guidance of the Senior Protection Officer, support and facilitate the establishment of and ensure the functioning of SGBV coordination mechanisms with all relevant stakeholders.
  • Facilitate and strengthen the development and implementation of SGBV Standard Operating Procedures for all sites that enable all survivors to access, at a minimum, appropriate health, psychosocial, security and safety, and legal support.
  • Support and build capacity and systems for individual SGBV case management for survivors and persons at-risk of SGBV.
  • Ensure safe and ethical SGBV data collection and reporting is functioning and regular reporting is done on SGBV, including through PRIMES and protection monitoring processes. Promote the use of the SGBV module of PRIMES or another SGBV information management system that provides for safe and ethical data collection and analysis. Where applicable, support reporting under the Monitoring, Analysis, and Reporting Arrangements on conflict-related sexual violence (MARA).

Partnerships:

  • Strengthen UNHCR’s collaboration with host governments to develop national services in order to expand safe access for Persons of concern to services that prevent, mitigate, and respond to SGBV.
  • Support the capacity development of staff, partners and other stakeholders to address SGBV and to promote gender equality and the empowerment of displaced women and girls.
  • Strengthen partnerships including with UN agencies, governments, civil society and with displaced and host communities, to prevent, mitigate, and respond to SGBV, to promote gender equality and to ensure age and gender-informed protection and solution programs.

Organizational Setting and Work Relationships
The Shelter Officer conducts comprehensive sectoral needs assessments in liaison with other relevant sectors such as Protection, Programme, Community Services, Public Health, WASH, Administration and Supply. Close and regular contact is also maintained with technical and non-technical staff of UN Agencies, Implementing Partners, and Shelter sector members, national and international NGOs and Government Authorities. The incumbent also discusses matters relating to shelter and infrastructure coordination and provision. Specialized functions to be dealt with by the incumbent in this post include shelter planning/design and construction monitoring including remote monitoring, therefore the person should have a strong academic qualification in civil engineering, architecture or a related discipline.

The Shelter Officer also ensures that the development of shelter strategies takes into account the local context, age and gender, culture, climate, environmental protection, available resources and skills. In addition, the incumbent ensures that shelter responses within the Area of Responsibility (AoR) evolve according to the changing nature of the situation, progressively working towards more durable solutions and drawing from local building practices and materials. Within an urban context, it is essential that shelter responses take into consideration urban planning strategies, including an analysis or residential areas, housing affordability and availability. In addition, regardless of the context, shelter assistance should at all times minimize the risk of eviction, exploitation and abuse, overcrowded living conditions, limited access to services and unhygienic conditions. The Shelter Officer normally reports to the Senior Shelter Officer.

Duties

  • Ensure that UNHCR Field Operations are supported in carrying out shelter and settlement needs assessments taking into account the current situation, projected population planning figures and the expected scale of returns and displacement.
  • Contribute to the development of country level shelter strategies which are framed by UNHCR¿s Global Strategy for Settlement and Shelter and take into consideration the local context, age and gender, culture, climate, environmental protection and the availability of local resources, including materials, capacities and existing infrastructure.
  • Provide clear guidance on standards and best practices for shelter and settlement, including minimum emergency standards to meet basic and essential needs.

Due consideration should be given to standards in other relevant sectors such as water and sanitation.
  • Ensure the shelter strategy is periodically reviewed to reflect the evolving situation in country and progressively transitioning to more sustainable shelter solutions. This process should be done in close collaboration with the beneficiaries and the host Government while bearing in mind the shelter needs of people upon their eventual return to their country of origin.
  • Ensure that specifications, bills of quantities and drawings are produced in a technically sound and standardised manner and monitor programme performance to ensure works are implemented according to plans and completed within the designated timeframe.
  • Promote the sustainability of technical interventions through local capacity building and self-help in collaboration with local partners in the field. Ensure that local communities have been consulted on all activities so as not to create unnecessary tension between the displaced and host populations.
  • In consultation with UNHCR¿s implementing partners and local communities themselves, identify the need for community based Quick Impact Projects (QIPs) that can benefit the local and displaced communities.
  • Intervene with implementing partners on Shelter issues.

Organizational Context

Head of a UNHCR Sub Office (HoSO) is a senior managerial position within a given country operation. The incumbent carries the full delegated authority of the UNHCR Representative (or the country Manager) of the country, who will exercise entire supervisory managerial responsibility over the position. The position, on the other hand, provides all information on developments in relation to the protection (legal protection issues relating to the persons of concern to UNHCR), security (Physical security in relation to the UNCR staff and the persons of concern to UNHCR) and operational matters (programme and office management / administration) within the domain of its geographical area of responsibility to the UNHCR Representative (or the country manager) on a regular and timely manner. Subject to the specific legal or socio economic or security developments in the Area of Responsibility (AOR), Representative will direct and guide the Head of the Sub Office to take the most appropriate course of action. Concerning overall physical security concerns, HoSO will liaise directly with the competent UN security coordinator while keeping the UNHCR Representative fully informed.

While the functional responsibility of a Head of a Sub Office will always remain the same despite its grade level, the other parameters (therefore the depth and breadth of the competencies) such as the size of the population of concern to UNHCR, their specific legal/security concerns, volume of assistance, Number of operational / Implementing partners and the size of the Office (i.e. number of UNHCR staff and their grade levels) will determine the appropriate grade level. The operational autonomy also depends upon the same parameters/competencies.

As the most senior UNHCR staff member within the given geographical area, he/she is required to liaise with all the relevant senior government officials, security organs in the area, the Head of various Non-Governmental Organisations (both national and internationals based in the area), Civilian/tribal leaders/elders, local opinion makers and the local media net-work to ensure his/her assigned responsibilities are effectively and efficiently discharged.

  • Advocate and promote UNHCR  standards concerning the treatment of asylum seekers, refugees and returnees as well as IDPs, where applicable; Advocate, promote and encourage the concerned authorities and local opinion makers to uphold established UNHCR standards that have become the international norms.
  • Ensure that the basic needs of the concerned population are properly assessed with the participation of the beneficiaries themselves, the host governments and/or the competent Implementing partners and/or UNHCR itself.
  • Subject to the needs, ensure that the planning, formulation and budgeting of identified assistance projects are done as per UNHCR programme cycle; upon approval of assistance project, ensure the timely implementation and rigorous monitoring  of identified assistance activities
  • Ensure through the subordinate staff that all deadlines for monitoring and reporting of UNHCR operational activities (i.e. include assistance as well as Administrative) are met on a regular basis.
  • Manage all UNHCR resources, both human, financial/material, at an optimum level for the wellbeing of the concerned population and the UNHCR staff.
  • Ensure that all security measures of UNHCR office (and residential, where ever applicable) compounds are always up to date; any security breaches and/or potential security threat should be reported immediately to competent UN security coordinator in the country.
  • Ensure that staff welfare, both in terms of working and living conditions, are maintained at a satisfactory level within the constraints in the operational area; this requires remaining current in health and medical facilities locally available and evacuation options available in a moment of medical urgency.
  • Guide, coach and advocate the subordinate staff to maintain highest standards of conduct and behaviour thorough one’s own practice and deeds.
  • Prepare and submit regular reports, both verbally and written, to the UNHCR Representative. In the event of substantial telephone conversation that leads to specific action or non-action, it should be recorded and share with the other party.
  • Any other responsibilities/functions deemed necessary or as delegated by the UNHCR Representative of the country in order to meet the level of the services in the organization.

Authority:

  • Represent UNHCR in inter-agency fora and with local authorities in the AOR.
  • Enforce compliance with UNHCR’s global protection, programme, finance, human resources and security policies and standards.
  • Submit project proposals for assistance to refugees and other persons of concern to UNHCR Representation in coordination with local authorities and NGOs

Essential Minimum Qualifications And Professional Experience Required

  • Graduate (equivalent of a Master’s) degree in Management/Personnel Administration or Law or Political Science or International Relation or Economics or a related field plus minimum  at least 11 years of relevant work experience. Undergraduate degree (equivalent of a BA/BS) plus 12 years or Doctorate degree (equivalent of a PhD) plus 10 years of previous relevant work experience may also be accepted.
  • In-depth knowledge in all aspects of UNHCR mandate and its Field level application.
  • Applied knowledge of protection principles, operational arrangements/standards in relation to protection, assistance, UNHCR office management and staff administration.
  • Should be conversant in the current priorities in the organisation and existing mechanisms within the organisation to implement those priorities.
  • Basic computer skills and working knowledge in MS office software.
  • Knowledge of English and UN working language of the duty station if not English.

Desirable Qualifications & Competencies

  • Working experience both in UNHCR HQ and/or a Regional Office and the Field
  • UNHCR Specific learning/training activities ( i.e. Learning Programme in Management & Operations)
  • Knowledge of additional UN languages.
